Manager of Development

Over the past six years, EFE has turned the basic concept of “education for employment” into operational reality in six MENA countries: Egypt, Jordan, Morocco, West Bank/Gaza, Tunisia and Yemen. The principal challenges for EFE going forward will be to secure the necessary resources to strengthen and grow the current country operations and expand to new countries. The Manager of Development will lead overall development efforts for the EFE Network. The manager will build the functions, strategies and processes necessary for the U.S. organization and EFE Network to set and achieve funding targets. The manager also will help to build organizational and staff capacity among the Affiliates to develop long-term plans for sustainability and associated funding strategies. The manager will promote the sharing of information and good practice across the EFE Network.

The manager will report to the President & CEO. S/he also will work closely with the Vice President and US-based country teams.

Position Responsibilities

Sustainability Strategy, Design and Implementation

Working in collaboration with the President & CEO and Vice President, develop and execute an annual development plan and strategy for the US organization and the EFE Network overall. Lead and manage overall fundraising efforts for the EFE Network with the President & CEO and Affiliate CEOs. Build and implement the functions, strategies, and processes needed to achieve revenue goals and targets.

Establish the processes and systems (including databases) to coordinate development and fundraising initiatives for individual, foundation, and government grants for the US organization and the Network overall. Track fundraising activities across the Network and ensure successful donor stewardship.

Identify, cultivate, solicit, and steward donors. Act as team leader on mission-relevant and cost-effective funding applications. Write proposals and research new prospects in coordination with program team in the US and affiliate partner organizations Work with program staff to ensure timely, high quality and compliant activity reporting per EFE and donor guidelines. Develop board fundraising initiatives and contacts with the President & CEO.

Capacity-Building

Support Affiliates as they develop, refine and implement sustainability goals, strategies, and budgets. Obtain expert technical assistance for Affiliates to strengthen capabilities in these areas. The level of assistance will depend on each Affiliate’s needs at their particular stage of development.

Requirements

The ideal candidate will have experience working in a business development or fundraising operation and will know how to develop effective funding strategies, build organizational processes to carry them out, and also be able to identify new revenue opportunities and write concept notes and proposals to bring them to fruition. He/she will be very comfortable in a fast-paced, dynamic environment working with colleagues across the world. In addition, the candidate will have:

  • A passion for and long-term dedication to EFE’s mission
  • Enthusiasm for creating a development function and strategy in a dynamic new organization
  • Postgraduate degree in a related field
  • Five plus years of experience, ideally in an international organization or nonprofit/business with similar mission
  • Successful experience designing, developing, implementing and managing development strategies in a setting similar to EFE’s
  • Demonstrated ability to prospect, cultivate and manage new accounts. Strong partnership-building and relationship-management skills
  • Enthusiasm for building organizational capacity (systems) and staff capacity (training)
  • Successful fundraising with US, EU, UN, private foundations and high net-worth individuals
  • Demonstrable capacity and enthusiasm for working effectively in a close, multi-disciplinary, cooperative and entrepreneurial team environment
  • Ability to travel to the MENA region to conduct training and pursue new funding relationships
  • Fluency in French or Arabic a plus.

EFE envisions a future in which young people in the Middle East and North Africa (MENA) have the opportunity to reach their potential through careers that enable them to contribute positively to their families, their societies, and the world. EFE’s mission is to create job opportunities for unemployed youth in the MENA by linking world-class job training to job placements and alumni support for continued success and civic engagement. In 2011, EFE also launched youth entrepreneurship programs as a complementary pathway to economic inclusion.

A distinctive feature of EFE’s model is to co-create locally-run non-profit organizations in each country of operation. These local affiliates are governed and managed by local business and education leaders who have the leverage, insight, and credibility to initiate sustainable change in their own societies. The combination of local ownership and international capacity support provided by organizations in the U.S. and Europe is a unique feature of EFE’s model and positions EFE to scale up and sustain its operations.

The Project

 

EFE is expanding its programming beyond its original model of direct job training and placement into entrepreneurship and other programming. In doing so, it seeks an in-depth understanding of the potential impact of these programs, and is exploring how they fit into EFE’s overall strategy and mission to create job opportunities for unemployed youth in the MENA and build effective, sustainable programs.

This project will:

  • Examine how new e-learning technologies and blended learning strategies can be utilized to strengthen career training, job placement and entrepreneurship programing throughout the EFE Network.
  • Strengthen EFE’s overall strategy and portfolio for creating job opportunities for unemployed youth in the MENA. This would include an assessment of current and future curriculum, e-learning, mentoring and ongoing professional development programs for young people, among others.
  • Conduct a review of literature on assessments and evaluations conducted on youth employment and entrepreneurship training programs, especially in the MENA region or in developing countries with characteristics similar to those in the MENA.

EFE-Global leadership and staff, affiliate CEOs and board members, key EFE stakeholders including private sector partners, an external consultant and experts on the working groups will contribute to this project. EFE will utilize the outcomes of this project to lay the foundation for advancing its programming strategy globally, and strengthening its programmatic outputs at the local and affiliate levels. The project will begin in May 2013 and end in January, 2014.

The Engagement: Expectations and Level of Commitment

 

EFE seeks an external consultant to: conduct research, including consultation with experts in the field and engagement with EFE staff and key stakeholders (both US- and MENA-based); make strategy recommendations; participate in and lead two – three working group meetings; integrate feedback from working group meetings into recommendations; and produce a final strategy recommendation report on the two main areas of the project scope:

  1. New curricula, technology, e-learning, and blended learning strategies;
  2. Overall EFE program development strategy for both major streams of programing (demand driven training linked to jobs, and entrepreneurship programing and training), taking into account the current and projected future priority needs in the MENA region as they relate to addressing the youth unemployment challenge.

The consultant will develop a work plan in collaboration with EFE that will begin with approximately one month of desk research followed by the first working group meeting. The consultant will also utilize and manage online platforms for sharing, learning and collaboration with working group members, EFE affiliates, and other key stakeholders.

Deliverables and Final Work Product

 

The primary deliverable of this project will be a final strategy report that provides recommendations to EFE and the larger field of youth employment on new curricula, technology, e-learning, and blended learning strategies with a specific focus on career education and training; entrepreneurship training for youth; and overall program strategy. The consultant is responsible for producing this strategy report and the target completion date is December 1, 2013 (draft)/ January 2014 (final). The final strategy report will help EFE and its affiliates set a course for the critically important next stage in their development.

Throughout the project, the consultant is expected to produce and share with EFE and working group participants preliminary findings and recommendations that will inform the collaborative working group meetings and engage experts in the working groups in one-on-one phone meetings as lead-up to the working groups.

From the time it was founded, EFE has aspired not only to learn from the field while pursuing its organizational agenda, but also to contribute to the field as EFE develops, grows, and gains experience. EFE anticipates that the undertaking described in this proposal will yield a concise, practical overview of an important emerging field, a product with potentially broad appeal beyond EFE. This overview will be informed by the review of literature, which will also be made public.

Qualifications

  • 5+ years’ experience in educational consulting, higher education, or consulting on projects with a similar scope of work.
  • Background or experience in education or curriculum development, E-learning/blended learning programs, or workforce development programs a significant plus
  • Ability to work with all levels of an organization
  • Excellent verbal and written communications skills
  • Strong analytical skills to analyze the different aspects of the project carefully

Communications & Development Internship

The EEFE office in New York City seeks to recruit Communications and Development Interns for academic semester and summer internships, with the possibility of extension based on performance.

Interns will be responsible for drafting marketing copy and collateral, creating content for social media outreach on Facebook and Twitter, aggregating photos and quotes from EFE’s operations across the MENA region for use in targeted communications, and other tasks.
